That decision reflected a genuine recognition that small businesses \u2014 particularly minority-owned businesses in industries like food service, retail, personal care, and hospitality \u2014 bore a disproportionate share of the pandemic&#8217;s economic damage.<\/p><p>Nationally, data showed that minority-owned businesses were more likely to have entered the pandemic in financially precarious positions, more concentrated in the hardest-hit industries, and less likely to have accessed federal relief programs like PPP. The City and County saw an opportunity to build something lasting: not just a one-time payment program, but a permanent hub for small business support.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-a63ff3e elementor-alert-info elementor-widget elementor-widget-alert\" data-id=\"a63ff3e\" data-element_type=\"widget\" data-widget_type=\"alert.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"elementor-alert\" role=\"alert\">\n\n\t\t\t\t\t\t<span class=\"elementor-alert-title\">The Original Vision<\/span>\n\t\t\t\n\t\t\t\t\t\t<span class=\"elementor-alert-description\">The SBOSS program was designed to be a centralized, accessible hub where small business owners could get counseling, training, coaching, access-to-capital guidance, regulatory help, and community connection \u2014 all in one place. Gaitway Solutions, LLC \u2014 in partnership with the Catalyst Center for Business and Entrepreneurship&#8217;s REACH Women&#8217;s Business Center \u2014 was selected to administer the program. A contract was executed in May 2024. Our responsibility under the contract was to deliver services \u2014 not to distribute funds, issue loans, or make funding decisions.<\/p><p>This distinction matters, and we want to be direct about it. Some public commentary has suggested that SBOSS was responsible for distributing the $5 million in ARPA funds earmarked for small businesses. That is not accurate. The capital access component of this initiative was operated by HOPE Enterprise Corporation under a separate contractual arrangement. The loan structure \u2014 requiring businesses to take on debt in order to receive relief funding \u2014 created a barrier for many businesses that had already been financially stressed by the pandemic. That intake and preparation work was ours.<\/p><p>What was not ours: underwriting, credit decisions, and fund deployment. Once a complete, reviewed application package was submitted to HOPE, all further decisions \u2014 approvals, denials, loan terms, and disbursement \u2014 belonged entirely to HOPE under its separate contractual agreement with the City and County.
